"Say: O My servants who have transgressed against themselves, do not despair of the mercy of Allah."

In the book
And this book will not leave you in despair. If you finish a chapter carrying only weight, then I have failed at the task. Allah says:
That ayah governs everything that follows. Every sin named in this book has a door out of it, and I have tried never to show you the one without the other.
May Allah forgive what I have gotten wrong here, benefit you by whatever is right in it, and place it heavy in the scales rather than against them.

Take this ayah apart slowly, for there is more mercy packed into the one verse than most of us have ever unpacked in a lifetime.
"Say." Allah is instructing the Prophet ﷺ to announce this — a proclamation He wished to be made, aloud, to people who might otherwise never learn of it, not information released upon request.
